We had a discussion of the True Scenter with Conservation officers from the Indiana DNR. This was specifically focused on using liquid baits that are not legal to hunt with in several states. Deer are not allowed to consume a bait. When using the True Scenter, the deer have no access to the bait or scent used. This makes any product used in the True Scenter is a scent and is not consumable for the deer. 

When using the True Scenter as directed, any product can be used for attracting deer. One of the conversation offices stated that you could fill it with corn and that would be legal as the deer cannot access it. This changes what can be legally used in 28 states that ban baiting deer but allow for hunter to attract them using scent.

Please check with your own state and local agencies to verify that removing the ability for consumption makes this a scent.
